Yes it is a glitch and yes, i suggest AR codes to fix it it depends if actually have travel to kanto regien first, if u havent then it wont show up, and you can fly between regien

well if you live in us its okay because march 22 2009 Pokemon platinum will come out but if you r using a us AR in japan...it wont work also
