The only way you can get an Elekid in Pokemon Platinum is by breeding an Electabuzz or Electivire.

Some new evolutions of Pokemon would include Electivire, Magmortar, Leafeon and Glaceon.
no there isn't. no trainers have scizor, dusknoir, electivire, magmortar or rhyperion. unless you use find a partner in the battle tower that might have one then no. parnters in the battle tower often use very rare Pokemon but the Pokemon you see in the fights are not recorded on to the pokedex.
