Rem figured out Light's plan too late and thus was trapped into killing L and Watari to save Misa BUT why didn't she just kill Light off at that time as well just to spite him for his evil trick?

She knew that Misa loved Light with all her heart. If Light died, Rem knew Misa would kill herself to stop the pain and follow Light. Since what Rem really wanted was Misa's happiness, she herself admits that she has developed a desire to help Light, as she knows that Light's happiness is essential to Misa's happiness.
