No, people should instead have money and be able to use protection so they can have as many children they want. And there should not be a difference between male and female babies. Both should have equal worth. And not just accepting that some people are dead poor and not trying to help them because they were probably doing horrible things in a previous life - would help too. One-child-police wont fix the problem.
