Added by Acts 1981, No. 711, §1 In 1902, Governor William Wright Heard gave the official description of the State Flag which included the Brown Pelican giving of itself to feed its young. A bird's devotion to its young and the feeling that a government should have the same dedication to its people is why Louisiana's State Motto was chosen.
