I would argue that Dorothy is the most like Odysseus. They both share a similar goal of trying to reach home to their families, while facing incredible physical, social, and pyschological obstacles along the way.
Also, they are not the strongest or most classically heroic in terms we usually define heroes. Both of these characters use intelligence, passion, and their intuition to advance their goals and survive. This can be seen in Dorothy's willingness to fight the temptation of the poppy field, which is similar to Odysseus's struggle to avoid the tempatation of the sirens.
Finally, they both share skills of leadership and morale-building. Each character has their own weakness in both stories, but Dorothy and Odysseus are able to bring out strong points and unite their groups. Idk, this is just my inference. I hope this helps answers your question :)
