No, Pheobe kissed Rachel though in the episode that Winona Ryder starred as 'Melissa', a sorority friend of Rachel's. Rachel kept asking Melissa to remember when they had kissed way back then, and Melissa kept denying it until the end. She said Rachel was a good kisser, so Pheobe kissed her to see if that was true. Monica and Rachel told Joey and Chandler that they'd kiss for 1 minute if they could keep their apartment, but we don't see that kiss.
They allow them through for laughs and kicks. Personally I think it's wrong and unfair because then that kicks some of the good people off the show. It does rake in money for the show though.

actually, yes you can. It states that if your under 21, you can go in a bar with your parents and drink. They have to buy the beer though (obviously) but state law says that you can drink beer with your parents underaged at a bar. Most counties though stop at 9PM.

Actually, no. I have called someone from Wisconsin to Tennessee before and it was not a long distance call. On some phones, it is considered a long distance call even if the person doesn't have the same area code as you, but that is mostly old phones.
