He lamented how upset he was that thousands of men were escaping across the English Channel right under their noses, and they couldn't do that much to stop them. Dunkirk was later a major base for Germany during the Battle of Britain. Until 1944 when the allies recovered France from the Germans, Dunkirk was a relatively good place to be if you were a Wehrmacht troop. It was well funded, had a constant influx of troops, and people weren't stationed there for too long.
