Luthor went bald from a chemical warfare experiment that went awry. He was rescued by Superman, but the hair damage was already done, Had he worn a protective helmet like even a so-called shower helmet, it would not have happened. so the story goes, prior to the accident, Luthor was a promising scientist, after it, a mad scientist of criminal bent. He blamed Superman for his baldness.
Luthor stabbed Superman with Kryptonite.
In the original Superman (1978) and Superman II (1980), Lex Luthor was played by Gene Hackman (the character Lex Luthor wasn't in 1983's Superman III). In the latest one, Superman Returns(2006), Lex Luthor was played by Kevin Spacey.
First of all it is Lex Luthor. Luthor is in part mad at Superman for his baldness, which was a side-effect of a chemical-warfare experiment gone awry early in Luthor- and then Superboy"s career. That"s the hate angle.

Superman - The Movie (offscreen) Superman Returns (onscreen)
Lex Luthor is usually considered the smartest character, at least the smartest on Earth. Brainiac is also considered the smartest character. I would say it's Brainiac then Luthor. Oddly enough both are Superman villains.
