Was James Krowl one of Teddy Roosevelt's rough riders?

James Krowl was my great grandfather. Family lore has it that he lied about his age and went south with the NY regiment that met up with Roosevelt in Florida. He became Roosevelt's water boy. He is listed as having served in the Spanish American War on his death certificate even though his official record says that he enlisted several years after the war ended when he became of age. Many years later he is listed as being accepted into the Captain Malcolm Rafferty VFW (who was one of the officers from the New York regiment in Cuba)
