It was never confirmed in The Lion King II: Simba's Pridenor by its filmmakers that Scar was Vitani's father. Since Vitani appears to be the same exact size as Kovu, it is implied that Vitani and Kovu could share the same father. Also, Vitani never mentions Scar as being her father in the movie nor in the deleted scenes. Overall, it is left up to fanfiction.
