Was Terra from Teen Titans and Raven from Teen Titans friends?

They WERE but in the middle the were not but at the end they were friends(well they went exactly bffs) again. And thanks to Raven,Terra is alive. Raven set terra free when she turned all the stone humans(in the end part 3) back to there original state. Most people say Terra had insomnia and couldn't remember anything,but I think otherwise.

Yes and no.

She was not a villain at first. She just didn't have full control of her powers and when on a mission with the Titans, she met Slade who said he could help her control her powers and stop hurting the Teen Titans.

She later turns in his apprentice and stole. Near the end of her life (maybe, it just depends if Beastboy was right in the very last episode) She sacrificed her life to get the Teen Titans out of the lava. She then turned into stone.

So yes and no. She was once a Teen Titan but she was also a villain

Terra was certainly a point of confusion to the Teen Titans, both in the comic series and the animated cartoon show. In the cartoon, Terra began her time with the Titans with the full intention of being their friend. She was recruited by Slade, who helped her to learn to control her powers and demanded that she help him overthrow the Titans and take over the city. Though she was reluctant to hurt her friends, Slade used a neural-interfaced suit which allowed him to control her body. Terra for a time gave into her new master and embraced his goal, until thwarted again. In the end, however, she sacrificed herself to bring down Slade and save the Titans as well as Jump City from an erupting volcano.

Ultimately, Terra had done terrible things, but she was not entirely bad. The Teen Titans were able to look back on her death as that of a friend.
