Jack and Rose were very much in love, I think it it safe to say. He risked his life several times for her and she did the same in return. Jack was the person who set her free from society and the cruel grip Cal had on her. In the ending of the film, Rose is reunited with Jack upon the Grand Staircase in her youthful form, with all those who lost their lives in the disaster witnessing this reunion. Some people think this was just a dream, but I like to think it was heaven. So yes, Rose and Jack were in love. Cal probably was just using her for her reputation or to have a pretty wife.
