Neil Armstrong meant to say "One small step for a man", but either forgot to say the "a" or there was a flaw in the recording process that prevented the "a" from being recorded. Under the circumstances I think he can be forgiven for flubbing his line.
The actual words Neil said were " That's one small step for man, one giant leap for mankind" he was supposed to say " That's one small step a for man, one giant leap for mankind" but who cares, everybody knows what he meant.

Neil Armstrong was the first man on the moon. He famously said "One small step for man .. but .. one giant leap for mankind". It's not actually his line because another of the astronauts (I think) was filmed saying it beforehand and it was supposed to be "One small step for a man but a giant leap for mankind" because although the first step on the moon was a small step for him, it was a huge moment in history.
