No, don't think so. He joined the continental army at age 15 and after his service became a wealthy businessman and leader of the black community in pre-civil war Philadelphia. He devoted himself and his money to the abolitionist cause and refused to supply rigging to slave trade ships. Forten died in 1842. I don't see any connection between Washington and Forten that would apply to your question.
