No. There was an experimental TV broadcast of sorts in 1928, but commercial TV was just getting started around 1939 when World War 2 halted it. In 1945 there were still only six stations in the US.

No, it did not. As I write this, it is 2013, and in 1913, there was only telegraph, telephone, and amateur radio, much of which was conducted via Morse Code or Phillips Code. There were ongoing TV experiments in the early 1920s, and some sources say that the first TV was made in 1924, but it was not commercially available-- it was mainly in a laboratory. And while inventors like John Logie Baird in the United Kingdom and American inventors like Charles Francis Jenkins, Vladimir Zworykin and Philo Farnsworth were among those working on TV in the 1920s, it was still experimental and of very poor quality compared to what we are accustomed to these days.

The first television sets that were available to consumers came out in the mid 1930's, but were so expensive only wealthy individuals and companies could afford them. Programming was also scarce, although England and Germany both had some programs (programmes) on the air in the mid-1930s. TV broadcasting in the US debuted at the 1939 New York World's Fair, but it was more of a novelty than a regular source of entertainment. During World War II all production on televisions stopped in the US, resuming in 1946, when people were encouraged to purchase new homes, cars and luxury items to keep the economy booming. By 1947-1948, everyone in major cities knew someone with a television set and people would gather at the home of that one person to watch what was available on this new and amazing device.
