Phione is number 489. However, there's a special way to get it. First, you have to aquire a Manaphy. In order to do so, you either have to defeat Pokemon Ranger and transfer it over, or get it via GTS. Personally, I got it through a special Toys R Us event, so keep an eye open for those. Next, you drop Manaphy off at the daycare along with a Ditto, and the daycare will give you a Phione egg. You can get an unlimited number of Phione in this way. Good luck! :)
