  • Moderates: leaders of the first phase of Congress politics were called moderates because their demands were modest and mild and they wanted to peacefully bring about changes in the Constitution of the country. Some of their demands were:
  1. Increase the powers of the Legislative Councils and create councils in provinces where they do not exist.
  2. Cut Government expenditure on administration and army.
  3. Expand welfare programmes and promote education.
  • Extremists: A new trend began to emerge in the Nationalist Movement. The new leaders who represented these trends felt that mere petitions would get them nowhere. They had no faith in the British Government. They had no demands. They made the realisation of self-rule their goal and believed that the need of the hour was an active opposition to British rule. These leaders came to be known as the extremists
