Everywhere, however, filth and untreated refuse and sewerage would be ideal for flies and other unwanted bugs like cockroaches to breed. So Southern African areas where municipalities neglect their duty to supply clean water and remove and treat sewerage, would indeed be at risk for being infected with flies and blueflies and other nasty creepy-crawlies that could endanger people's health.
