What you do is get the secret key from an event, unfortunately the event is over, but since your asking how it is transformed, this is what you do (if you have the secret key). You head down to the Galactic building in Eterna city (Platinum) and you look for an appliance room, you go inside and click on an appliance and it will change the form of your Rotom pertaining to the appliance that you have clicked on.
