You can get this from the President of the Company after your 3rd badge. Anyway, look at the Map you should see a strange flashing symbol- that is where mesprit is. Chase 'em - When you are were the symbol is run in the nearest grass/water/cave ground til you find 'em or it moves off. You can use status problems, but even asleep mesprit will run away. Weaken 'em and through balls and KEEP CHASING! :)
