For a life sentence for murder in New Zealand, the minimum sentence is 10 years for simple single-victim cases and 17 years for multiple victims and aggravated cases, although the judge can impose a longer minimum sentence. As of November 2014, the longest minimum sentence given for a single murder is 23 years, and for a multiple murder 30 years.

If the judge deems it "manifestly unjust" to sentence the offender to the minimum 10/17 years, they can impose a shorter minimum sentence; this however is rare and reserved for exceptional circumstances.

There is no maximum sentence; the offender can spend the rest of their life in jail, but are usually paroled before then.

In New Zealand, the minimum imprisonment sentence is around three months, and this is usually for alcohol-related offences (selling without a licence, drink driving, etc)

The maximum sentence in New Zealand since the total abolition of capital punishment in 1989 is life imprisonment, currently with parole although shortly it could be possible for life imprisonment without parole for serious or repeat offenders.

Currently, the longest imprisonment sentence handed down in New Zealand is life imprisonment with 33 years non-parole (later reduced on appeal to 30 years non-parole). This was given to William Bell, who committed a triple murder at the Panmure RSA in Auckland on 8 December 2001.

What is the percentage rate someone in prison would have to serve their maximum sentence in Ohio?

I doubt any state tracks this percentage over all. There are some states that track the percentage of minority inmates that serve greater sentences. In Michigan, it is generally accepted that the inmate will serve minimum of twice his minimum sentence. Ohio is probably pretty similar.

What is the principle reason for a judges diminshed sentencing power?

The principle reason for the judge's diminished sentencing power is that the judge would impose a prison sentence with both a minimum and a maximum term in years such as a 2 years minimum to 5 years maximum, or 5 years minimum to 20 years maximum.Another View: A reason for a judge's diminished sentencing power would be the proliferation of legislatively mandated minimum sentences attached to the statute law that the state legislatures are passing. The law, as passed by the legislature TELLS the judge how much fine or sentence he/she MUST impose and allows no leeway for judicial discretion.

What is the difference between maximum and minimum security prison?

The type of prison an inmate is assigned represents the amount of risk to society he or she represents. Minimum security facilities have unsecured dorms and share group toilet and shower facilities. There is less supervision and inmates sometimes participate in community work projects. Maximum security represents the highest risk prison population. Inmates must remain their cells 23 our of 24 hours a day. There is heavy supervision and movement is allowed only with restraints and supervision.
