You get what you pay for. Expensive skates are usually worth the money, however cheaper skates are usually pretty good too. Note: They're made in China, so its unlikely the build quality will approach handmade custom skates from the United States, Canada, Japan, Netherlands and such.
No! Corr skates are below entry level. Go with name brand aggressive skates like Rollerblade, USD, Razor, Remz, K2 or something like that. Corr skates are very uncomfortable and do not offer a good surface for grinding and learning tricks. The cheapest price for figure skates (not very good ones) is probably around $15-$30.
If you are a beginner, any skates that feel comfortable and fit you well are fine. You can get good Riedells for around $100.
