I would say that he is because; Akuma never had Satsui No Hadou At birth but when akuma trained under goutetsu he gained his Evil power. And that proves that not only can Satsui No Hadou be gained through fighting style, but through bloodline as well; this is why I think Akuma is Ryu's biological father; If you see the alpha generations movie you will see that ryu looks like akuma at a young age; there is also similarties between them in game.
I think ryu became evil due to the power of the satsui no hadou that oni has, oni passed it on to ryu making ryu evil, i might be wrong but thats what i think happened, hope i helped
