Pressing Ctrl will put you in stealth mode. Assuming your sneak skill is good enough, if you are able to approach someone without being detected, then an attack against them will do double damage. If the attack kills the person outright, then there will be no bounty, assuming there were no witnesses. The same applies with bows, if you are hidden, the shot will do double damage.
