There are several similarities between Hitler and Saddam Hussein. They were both cruel dictators, they were both very controversial, both persecuted minorities, and both dropped out of college.

Doubtful, but honestly who can really say. No one can tell the future however, Matt & Trey did say in 2015 they'd continue to make the show until Comedy Central cancels it so if CC wants it until Season 30 and beyond, unless they have a change of heart, Matt & Trey will evidently continue to make South Park.
