If you turn the volume way up and listen very carefully, you'll notice the sound of children playing and running around the tent. Specifically, you hear giggling and chatter, as well as what sounds like a little boy imitating a car sound (Vroom!"), another child whooping, like, "Whooooahahoo!" and at one point, a baby crying/wailing. Which freaks me the hell out every time. So it is presumably the ghost children shaking and pushing at the tent.

I think we are meant to believe either that the Blair Witch is controlling the spirits of the children who were murdered by the old crazy guy, or that the Blair Witch is somehow magically making it seem as though little dead children are attacking the tent. I don't think it could be the ghosts of the kids, on their own (not being controlled by the witch), as she is the evil entity that is haunting the woods and tormenting the characters -- not the children. We never get to see the Blair Witch, nor do we get any kind of explanation for all the terrifying stuff that happened to the characters, which is brilliant. It's much more scary when these things are left unexplained.
