The Leader Kangero frame is a track frame. The medium size has a 53 cm. seat tube, and a 55 cm. top tube. Both measurements are center to center. The large size has a 55 cm. seat tube and a 56 cm. Which size would fit someone 5' 9"? This would depend on the intended use. If it is to be used as a pure track bike for racing on a Velodrome, then definitely the Medium size would give a good racing position. However, is the bike is for use as transport on the streets, the Large size would result in less drop from the top of the saddle down to the handlebars. Compare the measurements above to the bike you currently ride.
In motor bike wise it's a decent size / speed motor
Bicycles are not licenced in South Africa. Motorbikes, of any engine size, do need licences.

I think a small frame should be 80 to 100, medium 100 to 110, large 110 to 125. Don't really worry about your weight, it can really make you self concious.
Depends on the size of the man. A 19" frame is generally considered suitable for a 5'9" - 5'11" person.
If you bought a new complete bike (not just the frame) you can look at the sidewall of the tires to find out what size you'll need. Many bike manufacturers also list tire requirements online.

It depends on the bike, the size of the frame, number of gears and the size of the sprockets and the chainwheels. In short the chain has to be fitted to the bike, and for that you need a chain breaker tool. Easiest way to get it back together is to use a quick link / master link.www.sheldonbrown, www.parktool.com and www. bicycletutor.com have instructions on how to size your chain, but basically it should be long enough to go round big-big + 2 links.

MAYBE - , frame size has nothing to do with tire size. Style does, and if its a mountain bike, it will not work with a 27 (road racing) wheel and tire. Brakes will not fit.
If you want a mountain bike for trials, I would suggest any bike under 25lbs with non-curved tube frame, under 14 inch frame size.
It depends on the length of the chainstays on your frame.
Depends on what size wheels the frame is made for. You could have an 18" that is meant for 20" BMX wheels, or 26" MTB wheels or 29er MTB wheels. Getting the wheel size wrong is unlikely to result in a nicely rideable bike.
