So, you can do 3 things, A. Give your Pokemon that knows mean look a quick claw to hold so next time you encounter the legendary you use mean look first. B. Get a Pokemon that is able to use mean look with speed over 100 and teach it mean look. C. Feed the Pokemon that know mean look LOTS of carbos, which you can buy at the Veilstone dpt. store keep feeding the Pokemon that knows mean look carbos until it's speed is over 100. Hope i helped
