If you mean that you are trying to catch a roaming legendary and mean look won't work because before you can use mean look the legendary Pokemon flees, then I can help. The reason the legendary Pokemon flees before you can use mean look is that your Pokemon that knows mean look doesn't have as much speed as the legendary Pokemon you want to use mean look on. So, you can do 3 things, A. Give your Pokemon that knows mean look a quick claw to hold so next time you encounter the legendary you use mean look first. B. Get a Pokemon that is able to use mean look with speed over 100 and teach it mean look. C. Feed the Pokemon that know mean look LOTS of carbos, which you can buy at the Veilstone dpt. store keep feeding the Pokemon that knows mean look carbos until it's speed is over 100. Hope i helped

Carbos is a stat enhancing item that can be used to increase the Speed stat of the pokemon you use it on. Note that occassionally the item may not affect the stat the first time it's used. Look at your pokemon's Speed stat and write it down (let's say its 30). Use the Carbos then look at the Speed stat again. If it's now 31 the item has worked. If not you may need to try using another. Every pokemon's growth is different so these items can affect each differently. Occasionally the item may increase the stats by more than one.
