you bring it to cinnabar city then go to the house at the bottom left and check each room i think it's is the last room talk to the guy in the top right corner the give him a fossil after you leave the room go back in and talk to him he will give you a Pokemon.
Yes it is the scientist in the room to the far Right of the massive building...
