He can't be stopped from filing a "forced" visitation order. However, it is highly unlikely he would be successful especially if the issue is young children rather than teens. Most judges are not in favor of allowing young children to travel outside of their country of origin w/o there being agreement from both parents. There is also the question of supervision while they are traveling and many other issues, the least of which is security and what guarantee there would be of the children being returned to the primary custodial parent. And what's the problem with going to court? All he can do is ask the courts to decide. Most likely, the judge will go your way, especially if the children express fear at the thought of traveling that far.
