No. There are very high altitude slipstream winds but the atmosphere is carried round by the Earth. If it was not we would be living in a perpetual Easterly wind of terrifying speed: I'll leave you to calculate from simple pi "sums", the maximum Equatorial velocity of a pure slipstream on a sphere of 8000 miles diameter revolving at 15º/hour!
