This must be something in the cartoon segment of the film which was immaterial to the plot. there was a Disney animal cartoon- full length- the Fox and the Hound- with a racial tolerance in the animal kingdom plot implication. I do not know about Horses and foxes in Mary Poppins there is a scene with a magically animated Merry Go Round that turns into a real live Horse Race, with Mary jockeying for position. That is not the same thing. these were cartoon segments adding little or nothing to the plot.
well first there is a 5 day entry stage for a race that u enter ur horse in, if u still want to run ur horse, there is then a 48 hour declaration stage where ur horse is declared for the race and in to run.
