The moon does not go anywhere during a 'new moon.' A 'new moon' is merely when the side of the moon that constantly faces the earth is experiencing nighttime; the sun rises and sets on the moon, as it does on earth, and because the moon is tidally locked with earth, its rotation (or spin) is 28 days and is witnessed by us, on earth, as its "phases."
