L'état, c'est moi means "I am the state". This is a reply by Louis the 14th, to a member of the Parisian parliament who had objected "But sir, the State...", at which point he was reportedly cut off by the king. The citation is disputed, but is famous as an illustration of the authority of the absolute monarchy.
