Gomer is first heard to sing in, 'Gomer The House Guest' in season four which aired on 11/4/63, in Andy's Bathroom. But to sing with authority we would hear him sing in 'The Songfesters' which aired on 2/24/64 as he sang 'Santa Lucia" while changing a tire on John Masters car.

You must be referring to Rafe Hollister. There was no Ray Howlinger. Rafe was a moonshiner with a great tenor voice played by Jack Prince. Rafe competes against Barney in a singing contest. We never see Barney sing but Rafe sings 'Lonesome Road' and 'New River Train' accompanied by Andy on guitar.
