Steel pens were coming into use, but quill pens were still widely used and both had to be dipped in ink wells. There no fountain pens which carried their own ink supply. Artists used special dip pens and brushes for art work in ink.
Fountain pens have been used since the 10th century, so yes, there were fountain pens in the 1800s. And they did have there own ink supply. In fact, vintage fountain pens, still working, can be found for sale for over $500.
Mixing lampblack with linseed oil produced a fairly common ink. The pen to write with this ink would probably have been either a quill or a pen with a metal nib. Waterman did not develop the first practical fountain pen until 1884. School children could have scratched their writing into a slate panel or could have used pencils on paper since pencils, very similar to today's pencils, were available since the early 1700's. Chalk, charcoal and soapstone have been used for marking and writing for thousands of years and the Chinese have used paint brushes to write with for millennia, too.
