Is usually a lost cause. The only way is to try to empty it totally and charge, empty amd charge etc. But you'll probaly just end up having to recycle it

If your phone just wont charge (but still turns on) - it's the battery at fault. If a new handset (which will also include a new battery) is not much more than the cost of a replacement battery - go for that option.
