it would probably be a good idea to first write out a proposal, and give reasons why this should be promitted. then you can go getting the signatures of maybe 50-75% of the students of the school(might want to include some teachers, but make a separate list for them so they'll stand out.)

If a person got into a disagreement on school grounds the principal can stop them, however, if they are off school grounds and there is only a cop and a principal nearby, the principal can't do anything, but the cop can.
