Once you get the national pokedex, go where you beat the elite 4 and go down that waterfall. Go to your right and go in that cave. Go to where that guy was standing (the one that says "let me size you up." Go through that space and you will be in a space. There will be another staircase going up. Go up the stairs. There will be a girl that you will know, (I forget her name.) she will be following you. she will be healing your pokemons and fighting with you. You will need the HM's strength,rock smash, and maybe rock climb. Once you get to the end of the cave ( you will be in route 224) there will be trainers to fight. After defeating the trianers, go up the next set of stairs. You will see Professor Oak. You may also see Dawn and Professor Rowan. They will talk to you about a big rock. you will get to name it and then you talk to the rock. The screen will get bright. The screen will fade back and the hill will have flowers. Get on your bike and travel the long path. You will see the Pokemon Shaymin. That is what you do with the Oak Letter.
