Nemo has a small fin because of a genetic loss of the gene Pitx1. This loss of gene activity is compensated for on the left side by the activity of a similar gene, called Pitx2. This breaks the symmetry and leaves the fish with only one hypomorph fin.

Nemo's right fin was smaller than his left making him a weak swimmer. The Small Octopus Nemo meets on his first day at school had a tentacle shorter than the rest of her's.The Baby Seahorse Nemo also meets on the first day of school is H2O intolerant. And the other fish Nemo meets says he is obnoxious.
This can be caused by "fin nipping" between other fish or fin rot, which is caused by keeping fish in poor conditions.

If there are long stringy pieces of fin left, it's tail biting caused by stress or boredom. Anything else, it's fin rot caused by filthy water. Way to go.
