It's a metaphor, a comparison. you're supposed to follow the story run like you're imagining a man full of words but no deeds is like a garden full of weeds, when the man is the garden and his words are the weeds that exist there, covering what he really wants, or what he has no courage to do. it depends on weither u face the "deeds" as positive things, as things u say u'll do, or as negative things. then u just follow it. "the weeds begin to grow, it's like a garden full of snow", it's like a covered garden, it's like a covered man, who shutters himself inside, forgeting his words, doing no deeds at all. Then u keep this logic and u may reach a conclusion.
