I assume you know what a regular flashing patch looks like. Well a shiny patch looks similar, but it is brighter and flashes twice and it has a pinkish colour. Hope this helps:)
A pokeradar does help to catch new Pokemon if you have the national pokedex. You just simply go to any patch of grass and go to the sparkly patch of grass. It sometimes doesn't change the Pokemon to a new Pokemon, but keep on trying! Like for example, I went to Floroma town and used the pokeradar and got a sunkern! I hope this answered your question!
first you have to be in a patch of grass open the bag go to the key items pocket find the pokeradar and push "a" you can either select use or register if you selected register, just push "y" you must walk 60 steps after using it to use it again you also must have gotten the national dex to get the pokeradar
Go to any patch of grass, and make sure you arewalking.Your Bike will not work with this since they are both Key Items. Go to the pokeradar in your bag, and use it. The rarer Pokemon will be in the grass that sparkles the most. The more common will be in the ones that don't sparkle much at all. If you happen to see the grass sparkle in different colors, GO THERE. Chances are, you'll have found a shiny (differently colored) Pokemon.
i ran into a ledian on route 229 with the pokeradar he isn't all that rare as i ran into him straight away and caught him on my second ultra ball...its the first patch of grass left of the resort area just above the two trainers... HOPE IT HELPED ^.^
Go to Floaroama town and go to the right. Then go to the bridge and surf upwards until you get to the patch of grass but do not go there. Keep going up and stop at the patch of grass with the tall grass. There it is!

You don´t need actionreplay to get Ditto on Pokemon Diamond. You only need the National Dex and a Pokeradar. Go to route 218 and use the Pokeradar. (You have to be in the grass to be able to use it). Some grass patches will wiggle. Take the wiggling grass patch with a little gold sparkle on it and you´ll find a Ditto. I used my pokeradar and got a Ditto right away. But other times it may take a little longer. Good Luck! ...
You go into a patch of grass, make sure you are NOT on your bike, and select PokeRadar from the KeyItems pocket. Then a patch of grass will start moving and you go to it. Hope this answers your question, if you need more help let me know.
It's very hard to find a shiny Pokemon but if you use the PokeRadar and go to the shining patch of grass (if there is a shiny patch) you just might find one but don't get your hopes up 'cause I tried that many times and I never got a shiny Pokemon.
