I'm not too sure about what it means, but I think it's kinda like "cute" or "kawaii", except it has to do with anime/manga characters, or anything else fictional. It's sort of a slang word in Japanese too.

Not sure about "moa", but in anime and manga, the term "moe"(pronounced "Mow-eh", so it sounds similar to "boa" to non-Japanese speakers) usually refers to innocent, young, cute female characters.
