In Saw 3d, it is shown that he survives by using one of the hot pipes in the corridor to stop the bleeding in his leg.
However, who knows how far he got and we know he definitely wont be able to help Adam!
However, when you see some of the traps i.e, the key behind the eye... You would need a medically experienced doctor to construct it... not some crazy psycho killer!!!
All that is definite is that he will be returning in Saw 3d
It's possible that he didn't in SAW ll the doctor performing the operation had a limped leg it is possible that it is Dr.Gordon but it's never explained.

Well I just saw this movie today. Detective Hoffman kidnaps Jill tuck and places her in an unwinnable reverse bear trap and kills her. After that, three people in pig masks knock Hoffman out and kidnap him. One of those three people is dr. Gordon, the guy from the first saw movie. The three people throw Hoffman in the bathroom where Gordon and Adam used to be, one of them takes the hacksaw. Before they locked Hoffman in the bathroom, gordon's words to Hoffman are "game over". Then Hoffman is locked inside the bathroom and is left to die.
