You file a motion that the judge issue the contempt order. you will need to go back to court to report non-payment, you can request garnishment of his paycheck so that you will receive the payments automatically. if he owes you back child support that has already been court ordered, you may be able to garnish that amount from his checking or savings account.
If this is by court order, the Foster Parent could be held in contempt and lose their certification.

He/she can lose custody all together. The non-custodial parent needs to file a motion for contempt of a court order. If the custodial parent continues to violate the order they could eventually lose custody.

The moment they were held in contempt, your attorney should have handed the judge a change of custody order. Contempt of court is considered a change of circumstance. see links below
