Its in section 12814.6 (page 279) of the California Vehicle Code. The police cannot pull you over if they merely suspect you are a teen driver with another teen in the car. They can only make the discovery if they have pulled you over for something else. But believe me, they will find a reason to pull you over if they do suspect. SO once that happens, if it is a first time offense, the driver can be fined $35 and/or get 8-16 hours of community service. For the second offense, the fine is $50 and/or 20+ hours of community service. For the third offense, its a heftier fine, and they will suspend your license. Nothing happens to the other teens in the car.
Don't forget that if it is your siblings in the car, you are allowed to transport them home provided you carry a signed and dated note from your parents.

In general if a teen is ticketed for not having a license you will not be allowed to obtain a license until 18or 21 depending on the Judge/Magistrate and you will be fined
You will be handcuffed, put into the back of the police car and taken to jail. This assumes you are not driving to or from work. This is the same as driving without a license.
