No. Pokemon Blue was for the GameBoy while Pokemon Ruby was for the GameBoyAdvance. The games are not cross compatible.
If your Pokemon happens to run out of PP, then I would use an elixir on that Pokemon if I were you. If you try attacking while you have no PP left, then the Pokemon will use a move Struggle. Struggle is a not so good move that hurts both the opponent and the user.

Only in Pokemon xd gale of darkness for gamecube. I doubt that you can trade it to other games while it is shadow.
In all Pokemon games it is usually the B button you hit while the poke's glowing is what i have noticed...
