the shukaku is probably in a sealing jutsu of the akatsuki and all of the others.
Chiyo the old lady in episode 7 or 8 in Shippuden, used her life to save his. But Shukaku was not returned to him.
If I remember correctly the first tailed beast they collected was Gaara, the Shukaku. The first one they attempted to retrieve was Naruto, The nine-tailed demon fox, or Kyubi.
He gets captured in the Village Hidden in the Sand or Sunagakure by the Akatsuki members Deidara and Sasori. He gets his Shukaku extracted by Nagato or Pain's Sealing Technique: Illusionary Dragon Nine Consuming Seals in the Akatsuki hideout, a process which took 3 days and resulted in Gaara's death. He is later brought back to life by Chiyo's One's Own Life Reincarnation.
Yes, Gaara does die in Naruto Shippuden; though Gaara was brought back to life by Granny Chio giving her life to Gaara. She runs out of chakra, but Naruto gives some to her to complete the jutsu to bring Gaara back.And then somewhere in Naruto Shippuden Granny Chio dies.

The Akatsuki removed Shukaku (quite forcibly and painfully) as they had with three other jinchuriki up to that point. This process killed Gaara :'( but he was later resurrected by Chiyo-baasama. :D When he was resurrected, he didn't get Shukaku back, so now he's free of it! The episode when the Shukaku was ripped out of Gaara was started in episode 10 of Naruto Shippuden and the final scene of the extraction of the Shukaku was in episode 17, I believe.

The One Tail is Shukaku (aka Ichibi no Shukaku). Its the Tanuki that possesses (possessed, if you're far enough into Shippuden) Gaara of the Sand. ^^
No gaara isn't the host after 31 of shippuden because they already extracted the shukaku from from him in the earlier episodes of shippuden.

Yes he does. Jinchuriki means who has tailed beast sealed inside them. Since one-tailed beast was removed from him, we can't call him jinchuriki
He's also from the first Naruto. He's Naruto's friend and was a jinchuuriki of the Shukaku.
No Gaara doesn't have the red chakra. Naruto has it due to the fact that the nine tails is sealed in him. And even if Shikaku (One Tail) did have red chakra Gaara wouldn't be able to use it because the Akatsuki extracted the one tail from him.

Basically, Akatsuki captures and extracts Gaara's Bijuu, Shukaku. Gaara is killed in the process. Gaara is later revived by Chio's Reincarnation Jutsu. She sacrifices her own life to revive Gaara.
