The original question mentioned a specific stature and weight: 54 inches and 64 pounds. Both measures are well below the average for 12-year-old boys and girls but certainly not so low as to be considered abnormal. For girls, 54 inches places you at the 3rd percentile, meaning only about two girls out of 100 girls your age are shorter than you. For boys, you are comparatively taller, being at the 5th percentile. (The average 12-year-old girl is taller than the average 12-year-old boy.) Your weight is at the 3rd percentile for both boys and girls. Although it is very likely that your adult height will be below average, it is by no means a certainty that it will remain at the 3rd percentile. You have plenty of growing ahead of you.
Your only issue is getting a guy taller...unless your good with looking down at him, literally.

A girl's height will depend on many factors such as genetics and environment. According to growth charts, an 8.5 year old girl in the 50th percentile is 51.4 inches in height.
For a girl at 12 years of age 137 cm is on the third percentile, she would be one of the shortest girls in her age group. Her weight would be very heavy for that height. With a BMI of 25.5 12 year old girls would be on the 95th percentile but it is certainly quite possible. For a boy the child would be on the 5th percentile (so still short) and again heavy for their age, probably on about the 95th percentile for weight so fatter than most kids of that height and age but still feasible. For more information look at http://www.education.vic.gov.au/ecsmanagement/mch/childhealthrecord/growth/default.htm

If both parents are below average height for an adult, the child will have a proportional stature in relation to parents. One would need height and weight to calculate BMI. Underweight BMI is less than 18.5 Normal is between 18.5 to 24.9; Overweight BMI is 25-29.9; obesity BMI is 30 and greater.

About 4ft and about 30 lbs I'm pretty sure that's not even close. My son is 3'8 and is in the 75th percentile for height and weighs 40 lbs and is in the 33rd percentile for weight so a 5-year-old that was 4 ft and 30 lbs would be off the charts tall and skinny! My 2-year-old is 30 lbs and is in the 40th percentile for weight.
A child of 14 years old measuring 4 foot 10 inches would fall under the 5th percentile for children of that age group. If the child were closer to 13 their height would be around the 10th percentile. A male of this age has a great deal of growing yet to do, while a female would be close to her final height.
